When a user is not logged in and the system is set to disable anonymous edits, the icon next to the History title is redundant. This is shown in the ticket details page at the top of the History section.

Fixed in commit dd5bc85bff87c0d5b44366d00709749fce26e3b9

Icon will only show when current user has the ability to edit the ticket.
